Ensure your EPR Compliance with ease

With Ekovio, you can ensure your company’s EPR compliancy with only 4 easy steps.

A foreign producer is not subject to “French EPR” in general. It is subject to every French EPR scheme that matches what it places on the market: the packaging around its parcels, the electronics it sells, the batteries built into its products, the textiles in its collection, the furniture in its catalog.

Since July 10, 2026, Article L. 541-10-9-1 of the French Environmental Code has required every producer subject to EPR that is not established in France to appoint a representative established in France, known as an EPR representative, Authorized Representative or “mandataire REP”. The rule applies to every sector, but it plays out differently in each one.

The number of eco-organizations, the product categories, the reporting rhythm and the classification traps all change from one sector to the next. A company selling electric sports equipment can easily fall under four EPR schemes at once, with three different eco-organizations.

This guide goes through the French EPR sectors one by one and explains what your EPR representative actually has to handle in each. If you first want to understand the obligation itself (who is covered, timeline, penalties, cost), start with our complete guide to the French EPR representative requirement, then come back here for the sector-by-sector detail.

Summarize this article with:

🎯 TL;DR: Your EPR Representative in France, Sector by Sector

  • The EPR representative requirement applies to every EPR scheme your products fall under, not just packaging.
  • Each sector has its own UID, its own accredited eco-organizations and its own reporting calendar.
  • One representative can cover all your sectors, as long as the written mandate lists each scheme it covers.
  • Some sectors have a single eco-organization (textiles with Refashion, toys with Ecomaison), others have four (building products).
  • A single product often triggers several schemes: a packaged cordless vacuum cleaner falls under electrical equipment, batteries and packaging.
  • The professional packaging scheme goes live operationally on January 1, 2027, which adds one more sector to cover for many B2B sellers.

⭐ The short answer: if your company is not established in France, start by listing every EPR sector your products and their packaging fall under. For each one, you need membership of an accredited eco-organization (or an individual system), a UID, and an EPR representative established in France appointed by written mandate. A single provider such as Ekovio can hold that role across all your sectors, so you are not juggling several contacts and calendars.

🔍 How We Checked This

The representative requirement described here comes from Article L. 541-10-9-1 of the French Environmental Code, created by Law No. 2026-602 of July 8, 2026 and applicable since July 10, 2026. The list of accredited eco-organizations and their categories follows the official directory on the ADEME EPR schemes portal, checked in October 2026. The professional packaging timeline relies on the French ministry’s press release of July 28, 2026: at the time of writing, the order amending the scheme’s specifications had gone through public consultation, but we found no record of its publication in the Journal officiel. Accreditations change regularly, so check your sector on the ADEME portal before joining any eco-organization. This article is general information, not legal advice.

🧩 One Obligation, Many Sectors

The rule is identical across sectors: a producer subject to EPR that is not established in France appoints a natural or legal person established in France, by written mandate, to ensure its obligations are met. The representative is subrogated to the obligations covered by the mandate. The only exception: the obligation is deemed met when a marketplace established in France already handles the producer’s EPR compliance, under Article L. 541-10-9. We cover those conditions in our guide to the EPR representative in France.

The difference lies in execution. A company under three EPR schemes needs three memberships, three UIDs and three sets of declarations, often with different eco-organizations. The mandate therefore has to list exactly which sectors it covers: a mandate written for packaging alone does not cover your electrical equipment, even if the same provider handles both.

ℹ️ EPR representative, Authorized Representative, mandataire REP: in practice, all three names describe the same role. The French Environmental Code says “mandataire”, while eco-organizations and EU texts (PPWR, Batteries Regulation) tend to say “authorized representative”. What matters is not the label but the content of the written mandate and the list of sectors it covers.

📦 Household Packaging and Graphic Papers: the Sector That Concerns Almost Everyone

The EMPAP scheme is how most foreign producers first discover French EPR. It applies with no minimum threshold: as soon as packaging reaches a French consumer, whether it is the product packaging, the shipping box or the void fill, it has to be declared. Three eco-organizations are accredited: Citeo, Adelphe and Léko.

For this sector, your EPR representative handles membership of the chosen eco-organization, obtaining and displaying the UID, the annual declaration of tonnages by material, and the consumer information rules (Triman and Info-tri). We walk through the two most common routes in our guides Authorized Representative for packaging with Citeo and Authorized Representative for packaging with Léko.

Since August 12, 2026, the EU Packaging and Packaging Waste Regulation (PPWR) adds a European layer: its Article 45 requires an authorized representative for packaging EPR in each Member State where a producer makes packaging available without being established there. An “omnibus” simplification proposal considered suspending this requirement for EU-established producers, but it had not been adopted at the time of writing, and it does not change the French obligation under Article L. 541-10-9-1.

🏭 Professional Packaging: a New Sector From January 1, 2027

The professional packaging scheme (EPRO) covers packaging used exclusively in business-to-business flows: pallets, crates, stretch film, packaging for products sold to other professionals. Three eco-organizations were accredited in June 2026: Citeo Pro, Léko Pro and Twiice. After several delays, the French ministry announced on July 28, 2026 that the scheme would go live operationally on January 1, 2027.

For a foreign producer selling B2B, this is often one more sector, separate from EMPAP. Household packaging membership does not extend to professional packaging: you need a separate membership, a separate UID, and quarterly declarations. If your EPR representative already handles your household packaging, make sure its mandate is extended to EPRO before launch. We cover the timeline and scope in our article on the new professional packaging EPR scheme.

🔌 Electrical and Electronic Equipment: the Sector of Categories

The WEEE scheme covers household and professional electrical and electronic equipment. Three eco-organizations share the equipment categories: ecosystem and Ecologic for most categories, household and professional alike, and Soren for solar panels.

Your EPR representative’s work starts with classification: every product must be assigned to the right category, and the same device can be household or professional depending on its use and sales channel. Then come membership, declaring quantities placed on the market (per unit or by weight depending on the category), and following eco-modulation, which for example rewards a removable battery and penalizes certain substances. A category error flows straight through to the amount of your eco-contribution.

🔋 Batteries: When the EU Regulation Adds to the French Rule

Since August 18, 2025, the French batteries EPR scheme has transposed Regulation (EU) 2023/1542 and covers all batteries: portable, light means of transport, starting, industrial and electric vehicle batteries. The accredited eco-organizations are ecosystem and Batribox for all five categories, and Recycler Mon Véhicule for electric vehicle batteries only.

This is the sector where the representative question arises at two levels. The Batteries Regulation itself requires an authorized representative for extended producer responsibility in each Member State where a producer makes batteries available without being established there. The French rule in Article L. 541-10-9-1 applies alongside it. In practice, one well-drafted mandate can meet both requirements, provided it expressly covers the batteries scheme.

An often-missed point: batteries built into another product count too. A seller of e-scooters, cordless tools or earbuds falls under both its product’s scheme and the batteries scheme.

👕 Textiles, Household Linen and Footwear: One Eco-Organization, a 2027 Deadline

The TLC scheme has a single accredited eco-organization, Refashion. The choice is therefore not about the eco-organization but about how representation is organized. Law No. 2026-602 of July 8, 2026, known as the “ultra fast fashion” law, also strengthened the modulation of TLC contributions, with penalties tied to industrial and commercial practices (range width, repair incentives). We cover these changes in our article on the ultra fast fashion law and textile EPR.

Refashion has said that members not established in France will have to provide the identity of their representative and the corresponding written mandate, notably for the 2027 reporting campaign. For this sector, Ekovio does not sell a standalone Authorized Representative offer: the role is part of the TLC EPR Mandate, whose scope runs from regulatory representation only to full compliance management. Details are in our guide EPR Authorized Representative for textiles with Refashion.

🛋️ Furnishings, Toys, Sports and Leisure, DIY and Garden

These four sectors are often grouped together because they share some eco-organizations and coordination bodies. Their main challenge is the boundary between schemes.

  • Furnishings: Ecomaison, Valdelia and Valobat are accredited. Valdelia has historically focused on professional furniture. See our article on the furniture EPR scheme.
  • Toys: Ecomaison is the only accredited eco-organization. A toy that runs on batteries or mains power also falls under EEE and batteries.
  • Sports and leisure goods: Ecologic is the accredited eco-organization. An e-bike combines sports and leisure, batteries and packaging.
  • DIY and garden goods: the eco-organization depends on the product category (EcoDDS, Ecologic, Ecomaison or Valobat). A petrol lawnmower and a pair of pruning shears do not necessarily have the same contact. See our article on the DIY and garden EPR scheme.

For an EPR representative, the hard part is not joining but assigning each product reference correctly. Eco-organizations publish scoping notes for borderline cases (is a garden chair furniture or garden equipment?), and a mistake can mean paying twice or not at all.

🏗️ Building Products and Materials: Four Eco-Organizations to Choose From

The PMCB scheme covers products and materials permanently built into buildings: insulation, joinery, floor coverings, sanitary ware, mineral materials. It has four accredited eco-organizations: Ecominéro and Valobat for category 1 (inert mineral products), and Valobat, Ecomaison and Valdelia for category 2.

Fee schedules have moved a lot over the past two years, and a reform of the scheme has been announced for 2027. For a foreign building materials manufacturer, the EPR representative must therefore not only file declarations but also track the chosen eco-organization’s pricing changes and check every year that the choice still makes sense.

🚗 Other Sectors: Vehicles, Tyres, Chemicals, Health, Tobacco, Boats

These schemes concern more specialized sectors, but they follow the same representation rule for a producer not established in France.

🧮 Multiple Sectors: How to Organize Your EPR Representation

Nothing forces you to give all your sectors to the same representative, but fragmentation has a cost. With one representative per sector, you multiply contracts, contacts and the risk of inconsistent declarations: the same product can end up declared with one packaging weight in one place and another weight elsewhere.

A single representative across all your sectors lets you work from one product master file, from which each scheme’s declarations are derived. It is also the only way to see every deadline at once, since they do not all fall at the same time: annual declarations for most schemes, quarterly for professional packaging. A multi-scheme EPR dashboard and deadline alerts keep you from discovering a missed declaration through an eco-organization’s reminder letter.

💡 Tip: ask for your written mandate to include an annex listing every sector covered, with the matching eco-organization and UID. When you add a product line, you only need to update the annex rather than renegotiate the whole contract.

⚠️ The Most Common Sector Mistakes Foreign Producers Make

  • Forgetting packaging: a furniture or electronics manufacturer thinks of its product scheme, but forgets that boxes and protective inserts fall under household packaging.
  • Forgetting built-in batteries: any product that contains a battery triggers the batteries scheme on top of its main scheme.
  • Mixing up household and professional: in EEE, furnishings and soon packaging, the line between household and professional use determines the eco-organization and the declarations.
  • Assuming the marketplace covers everything: a marketplace established in France only covers the sales made through it, and only for the schemes it handles.
  • Assuming an earlier membership is enough: a membership and UID obtained before July 2026 do not prove that the representative requirement is met.

❓ FAQ: EPR Representative in France by Sector

Do I need a different EPR representative for each sector?

No. One representative established in France can cover all your sectors. The written mandate must, however, list each scheme it covers, because a mandate limited to packaging does not cover your other EPR obligations.

Can one product fall under several EPR schemes?

Yes, and it is very common. A cordless vacuum cleaner sold in a box falls under electrical and electronic equipment, batteries and household packaging. Each scheme must be declared separately, to its own eco-organization.

Does my product packaging fall under a different scheme from the product itself?

Yes. Packaging falls under the household packaging scheme when it reaches a consumer, and under the professional packaging scheme when it stays in business-to-business flows. It comes on top of the scheme for the packaged product.

Does the authorized representative under the Batteries Regulation replace the French EPR representative?

The two requirements coexist: Regulation (EU) 2023/1542 provides for an authorized representative for battery EPR in each Member State, and Article L. 541-10-9-1 requires a representative in France for every scheme. One mandate can meet both if it expressly covers the batteries scheme.

Can I choose my eco-organization in each sector?

Yes, when several eco-organizations are accredited for your product category, as for household packaging, EEE or building products. No, when the sector has only one, such as Refashion for textiles or Ecomaison for toys. An individual system remains possible in theory, but it is rarely chosen.

I sell through a marketplace: do I still need a representative for each sector?

If a marketplace established in France already handles your EPR obligations, the representative requirement is deemed met for those sales. Check, however, which sectors and sales the platform actually covers: your direct sales and other product categories remain your responsibility.

What should I do when I add a new product line?

Check whether the new line triggers a new scheme, then join the relevant eco-organization and have your representative’s mandate extended to that sector before the first unit is placed on the market. In most schemes, EPR obligations apply from the very first unit sold.

Check Your EPR Sectors Today

For a producer not established in France, EPR compliance is won or lost sector by sector: every product category, every piece of packaging and every built-in battery can add an obligation, an eco-organization and a declaration. Having one EPR representative covering all your sectors, from a single product master file, is the simplest way to make sure nothing slips through.
